repserver modules show memory flow control states, but that doesn’t show up in monitoring stats

So the repserver can have events like this:

W. 2022/02/16 15:16:39. WARNING #7038 SQM(119:0 ASE_SERVER1.MyDb) - de/generic/mem/mem.c(2900) WARNING: Memory usage is above 80 percent. Increase 'memory_limit' or reduce cache sizes to avoid repserver threads from sleeping due to lack of memory.
W. 2022/02/16 15:16:39. WARNING #7043 DSI(117 ASE_SERVER2.MyDb) - de/generic/mem/mem.c(795) WARNING: Module 'DSIS' run into vertical memory control due to memory usage above threshold(10 percent).
W. 2022/02/16 15:16:39. WARNING #7039 DSI(117 ASE_SERVER2.MyDb) - de/generic/mem/mem.c(2900) WARNING CANCEL: Memory usage is below 80 percent.

But still have output of the “admin stats, mem_detail_stats” command show zero for Memory_Ctrl_Time

I guess the Memory_Ctrl_Time only shows time for certain types of memory (flow) control events.   Or maybe the above events were too fast to be recorded?
